Well, it wouldn't be a very secure website if it allowed PHP to be executed.
I tried this on my own [insecure and amateur-ish] website and the PHP didn't execute either. That's pretty logical, since all websites are only passed through PHP once. It's the PHP (with the help of MySQL, of course) that writes all the forums and puts them into HTML. It doesn't have a chance to re-execute its output.
