First you need the new key that can be found in the screen below Winkel's giant robo machine. so go south, collect that key and then down to the second floor. look at the map. there is a small room you couldnt enter before, its a little black square. the door is south. i think you had to go like twice to the right, up, right from the elevator. you should then see the door on the top. good luck!
