Google isn't meant to be a Instant Messenger, it's meant to be a voice-over-ip solution, as whenever you start a conversation (called a Call), it inititaes voice communication immediately.
The text chat window is hideable and does hide itself after a period of inactivity. It's meant for mostly cut-and-paste things, not to hold the actual conversation.
