The lower an electron moves in its orbit the more energy it emits as it moves lower. That's why those flourescent stars on your ceiling work, RIC. The green color is the electrons emitting energy as they slowly move to a lower orbital. The distance they move corresponds to the 500nm wavelength of green light.

It's also an exergonic reaction, which means it's sustained by itself. Once you get the reaction going its own energy overcomes the energy of activation of the reaction.

And I don't see why the proportionality of energy and mass would be affected by this person's theory.

And Protons and Electrons like each other. Why would it require energy to make them attract? It requires energy to overcome that attraction, just as it requires energy to overcome gravity.
