Ok, I managed to install it...

The trick was to first install the PPC 2002 End User Update 3.0. After that, the little update prog no longer crashes so I guess it does run ontop of Windows CE... or something was done by the MS ROM update to the state of the flash ROM or something...

Could be good to know, although I guess not too many people still use 3660 devices...

I haven't wanted to hard reset my device for the latest ROM upgrade. It doesn't seem worth it.

Yeah, I didn't really need this update either, but I just don't feel good knowing that I don't have the latest possible ROM version in the ipaq.

And you never know everything an update fixes... the stuff in the release notes is just the major official things.

I was on a project building a ppc streaming video client (MPEG-4 etc) and in the testing phase many problems crept up (most related to UDP handling) that dissapeared after upgrading to 2.14 (I think)
eventhough the releasenotes didn't mention anything about fixing something there... Those fixes had probably been done in order to get streaming working better for MediaPlayer.

Also, my battery had gone dead so this was a good time to do it...
