I think that Strategic Assault () may be available for SH3... it's a GREAT game by Simon Jacobs and Xen Games. And it's only $6 for the full version and $5 for the Forest Fire mission set!

For SH3 there is:

Battlefield is a pretty fun game. It has nice graphics and sound but it's pretty difficult.

Strategic Assault is like Warcraft 2, but with modern military units.

Blood and Ocean, a WW2 Turn-Based strategy is cool too.
