It should work. The Mobile 2003 platform is build on top of the Windows CE 4.0 kernel.

i don't think that you'll run into problems.
ppc2003 is VERY similiar to ppc2002. there are some things added that where missing in the ppc2002 windows api.

to admit it, i see hardly any differences (for an application programmer) at all. but then i'm primarily doing GAPI development where the API simply did not change...
