I had a problem w/my PC and it crashed after I did the first pass with VirtualDub. If I try to open that file again to do the second pass, it has no video. Is there any way to restore the settings in VirtualDub if it's been closed after the first pass?

Which file do you want to open?
The .AVI that is created during the first pass is not playable, it's simply a test file which helps the DivX codec to measure the optimal bitrate distribution, these values are written to the log file.
If your first pass was complete, open the VFAPI dummy .AVI again in VirtualDub and configure the filters and other settings EXACTLY as you did before; EVERY setting has to be the same as before, if you can't remember them, you'll have to do the first pass again.
Then select "2nd pass" and make sure that the codec setting points to the log file successfully created during the first pass, then encode.

In Virtual Dub it's possible to save your environment settings. It's in the file menu.
You shouldn't open the dummy file either, it won't work.
Thanks
