Newbie, Please Help

I am trying to encode some video for my pocket pc, and i try to follow the guide you have here. but there is a problem..... it seem that both VFAPI and TMPGEnc don't take .d2v file.. how come?? what's wrong with that? I believe I already got the latest version of them.. but still they just don't take that type of format. Please help, thanks.
