Try looking at learning tracking (MODS) you'll find far more people use this than mp3/ogg based music, as they're WAY too big for PPC. You can write a good 4 minute mod in 300k.
Check out http://www.modplug.com for a windows based tracker. It can create all popular mod formats (.mod, .it, .s3m, .xm)
