Maybe your problem is with the target settings? I've noticed that loading the PF build workspace doesn't have PPC Emulator as a build option.

Build/Configurations...
Add...
CPU: WCE Emulator
Copy Settings from: Default Release
Name the config.

Then you'd have to make sure your include paths are set up correctly for that configuration.
