CEffects Class

I've posted a class for creating some basic graphical effects under GapiDraw 1.04. These consist of a number of wipe and fill effects you can freely use in your projects. I'll be adding to the effects in the future, so if you have any requests, or would like to contribute some effects of your own please feel free to do so.
