Update the GapiDrawNet.h methods to include new features. Ie CGapiDisplay::CreateOffscreenDisplay etc

Hi Sean,

I missed adding CreateOffScreenDisplay in 3.0. It has been corrected in GapiDraw 3.01 due out next week, which also includes the long-awaited Palm port..

I actually meant to put the intitial post into the 'GapiDraw 3.x wish-list' thread where it wouldn't have sounded so abrupt....
