GapiDraw related to MS GAPI SDK?

Hello, I'm researching multimedia SDKs for the Pocket PC in preparation for a new project, and just found the GapiDraw.com web site. I was wondering if GapiDraw is an extension to the Microsoft GAPI SDK, and if I need the Microsoft SDK in order to use GapiDraw. If so, does anybody have the MS GAPI SDK handy? I cannot seem to find it on the Microsoft website. Thanks in advance.
