Update the GapiDrawNet.h methods to include new features. Ie CGapiDisplay::CreateOffscreenDisplay etc

I missed adding CreateOffScreenDisplay in 3.0. It has been corrected in GapiDraw 3.01 due out next week, which also includes the long-awaited Palm port..
