The library gd104 is GapiDraw, for the emulators you have to put those files where the emulator can access it. Its quite a mess (hundreds of folders within the vce install) regardless of where you've installed it, but there will be a folder for each of the emulators try looking down into the install folder. Once you've found things like Start Menu and such you've found the folders, then just find the emulator you want and the folder.
Another method is to run the CE Fileview tool and attach it to the emulator onces you've run it. I've used this method before, then you need to import the files while its loaded. This method IIRC doesn't store the files forever, only during that run.
But on another note, GapiDraw can be used without the emulators, if you build your app in VC++ you can use it as if it were the pda. Maybe you can get a native version or build it and run it without any emulators.
