The ONE thing I knew (thank you Thierry!) from using nslookup was that somehow I was hitting 192.168.1.3 as a DNS server. That seemed terribly odd, since my network is 192.168.0.x
Ran all the tools and apps that people suggested, but nothing happened. (I will review my logs from LSPFix, it may have detected it).
I decided to do a search through every file and my registry for 192.168.1.3 and see what popped up. This is what I found.

[HKEY_CURRENT_USER\Software\Microsoft\Search Assistant] contained a ton of entries...one of which was
[HKEY_CURRENT_USER\Software\Microsoft\Search Assistant\ACMru\5604] REG_SZ 192.168.1.3

[HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows NT\DNSClient] REG_SZ "NameServer"="192.168.1.3"
The last one seemed most interesting to me, so I exported it and deleted it. Reboot...all fixed. Go figure.
