First of all, it's "surrogate". Second of all, the surrogate mother has nothing to do with the cloned baby's DNA.
Any human, cloned or not, needs to be in a uterus for the first nine months of development. It's impossible to bypass that and it probably will be for a very, very long time.
And no, it's not a simple fertilization (test-tube baby thing).
-Fertilization: Egg from mother is combined with sperm from father; the two haploid sets of DNA from each parent combine into a diploid set, and the fertilized egg is put into the surrogate mother
-Cloning: Egg from mother has [haploid] DNA removed, [diploid] DNA is inserted, the egg is prompted to behave as though it has been fertilized, and then the egg is put into the surrogate mother
These are totally different processes. I don't know where you get your ideas from.
