France was told, repeatedly, by the UN that undersea testing of nuclear weapons was prohibited (even the US stopped doing it). They ignored it, and did it anyway in 1996/1997/
France has drilling rights to Iraqi oilfields given to them by Saddam. They have a lot to lose in this war.
France sold intelligence and satalite imagery before and during the Gulf War.
They are far from innocent.
