Ok the story starts off about 3 years ago. My brother moves out of the house. about a year ago he puts some money down for his first house. Now about 3 weeks ago an old man (in his 60's-70's) walks up to my brother, my borther just says hi to him and he flips out. He told him to get a hair cut (he has very short hair) and to "clean up his house" the problem is there isnt anything messy about his house, infact its probably one of the cleanist houses in the neighborhood. He told him if he didnt do that to prepair to "shape up or ship out". Then he puts a flier on his car. He picks it up and reads it. It was the most incoherant thing I have ever read in my life. Here is what it says word for word (i dont have a scanner but ill scan it at my friends house tomarrow):

(credits) Are issued by (businesses, law firms, city & persons)for the purpose of a distraction on another person.
(credits) May also be issued for a person reporting the other persons location, most of which is done by cell phone. So save your bill. The right numbers could be worth a rebate.

(credits) There is a long list of ways to earn them.
Anyway you look at the type of credits being issued in this case they are a violation of the persons Civil Rights.
The Business, Law Firm, City or Person who issues the credits on a person has violated his civil rights, and are responsible for the promised value of issued credits.
The person who performed the Act or Distraction to recieve the credits on the person is also violating his civil rights and making him $RICH$
And since this all came about to cover up a conspiracy to commit Fraud, I think you all are in trouble.

This guy has been putting these fliers up everywhere in the neighborhood for a while now according to the neighbors. Now he has a "new flier" and ill try to get that one too. Anyone have a thought on this one? (i know he is obviously disturbed)
