You must be using some fucked up program for your images then. Everyone I have worked with (besides MS Paint) sets the 256 colors as ones in the picture...

Ya, it indexes the colors that used most in the file... What, are you using MS Paint? If so then go warez Photoshop or something.

Okay. Moose, that page is hideous... *shudder*

Anyway, I made the image a GIF, but because its a there I gave it the *.JPG extension so I didn't have to change the path to the file- it doesn't matter, internet explorer doesn't even look at the filename.

It looks like a hacked-up version of one of the postnuke themes, to be honest. ;) (Which is what it is, of course).

Rename any image names containing "banner" to remove it (my ad-killer replaces any images with banner in the name).

Oh, and SPELL CHECK IT.
("inconvieninece","sponser","Managment", etc).

Alright, you know, I have no idea how you're messing that graphic up like that. :/ It looks worse than when it was a JPG.

no duh. GIF always looks worse than jpg when the original image was a jpeg.
