Did you uninstall it by going help --> uninstall? If you did, you might want to try uninstalling it in Add/Remove programs.

Another thing it might be is a spyware/adware program trying to hijack your google homepage or something, if you dont already, you could run something like adaware or spybot seach and destroy to try and get rid of it.
