Check out Einstuerzende Neubauten, though you've probably heard of them (oldest industrial/clectronica band out there) Depeche Mode will do some good, though not exactly German.

I should've mentioned that if you want British electronica from the 80s/early 90s, you should give "Pop Will Eat Itself" (aka PWEI) and the KLF a listen... getting hold of the KLF's stuff might be a problem though, 'cos I believe they bought back the rights for their albums and deleted them (they also burnt a million pounds because they could...). Both have vocals though.

Umm...ok, I downloaded some Propellerheads for my dad, and he didn't like them. HE SAID THEY WERE TOO VIOLENT!!! My god! Then I made him listen to some Underworld, Depeche Mode, and 2Raumwohnung. He liked none of them. He's too hard to please, he JUST likes Kraftwerk, that's it. Is there ANY bands like them?

[edit]Maybe Digital Explosion, some of their songs are good. What about Daft Punk? They may be good for him.

It's a techno-trance-psychadelic style. One of my favorite deutch artist :) The last album is really good ^_^. I don't know if your dad will enjoy this, but there a lot of weid noise and almost no vocal :P
