Most generous, ha! with whose money, ours of course. the US paid Sadam 2 billion dollars to distribute among his nation, and he simply kept all the money for himself, he spread it all over the world into small banks so he was safe. That was 2 billion out of our tax money that is suposed to go tword bettering this dumb country, not to some dimwhit on the other side of the ocean.
