Looks like the Dell is faster, the memory fill rate on the Dell is better in particular. Those numbers are even faster than the 400MHz iPaq, which means Dell has a slightly optimized bus, or the bus is running faster to make up for the slower processor speed.

I thought I read in Intel's white papers that the 300MHz XScale had a bus speed of 133MHz, whereas the 400MHz had it set to 100MHz. In the clock speed register settings to set the speed of the processor through software.
