You can get a PocketPC Phone Edition, but other than that, Smartphones, Symbian, etc, can't run PPC apps.

Get an O2 XDA from AT&T Wireless, it IS a PocketPC with phone capabilities built in.

Ya, it's part of the mMode service. It's also got YIM and POP3 email.
