WindowsCE is identical to the Windows desktop operating system. The only difference is that several functions have been removed in order to make the OS smaller, faster, and more stable. It's no different than the other versions of Windows that you run on your desktop or laptop. The PocketPC OS is a highly modified WindowsCE version, which is why WindowsCE .NET has been available for quite a while now (7 months?) and why there hasn't been a PocketPC OS upgrade. You can flash WindowsCE .NET onto your PocketPC, just like you can flash Linux onto it, but then it will no longer be a PocketPC and it will no longer run PocketPC software.
