Multiple computer troubles.. Help!

no no no, I have a heatsink fan on it right now. My CPU waterblock is broken.

Ah, but that's still high. Your case probably has bad airflow.

I now underclocked to 2.04Ghz @ 1.725v and changed the fan to a 2500 rpm one, and with the case open I'm getting 46 degrees idle.

Well I have no CD drives installed and no floppy drives, just the HD, graphics card, and my CPU.

I'm using some funky heatsink, not sure what brand it is. It came with a Delta fan which I don't use. I got it about two years ago. It worked better than stock so I kept it, my Delta fan is sitting in a drawer somewhere because it's too loud.

In my search for a better powersupply I've determined I should get these two things if I do indeed need to upgrade. If I don't it doesn't matter, but here they are:
