When we invaded Bosnia, Clinton requested UN approval, it was denied. Subsequently he invoked NATO to get 'support' for his actions, must to the chagrin of Europe. When invaded, and Milosivich was allowed to exile himself to Kosovo.
The UN was notified about Kosovo, but not asked for permission. They denounced the act openly, and again NATO was used as a backing horse. However, it should be noted, that in this act NATO was not nearly as unified.
So, your answer is no, absolutely not.
