Yes, but his powers wouldn't exist without the matrix. It's a symbiotical relationship. Both are benefiting, and one cannot live without the other. Neo couldn't do anything without the Matrix, and the Matrix would be, well, the Matrix, without him.

Symbiotic in the sense that it wouldn't change were he not in it, but not in the sense that it would exist.<br><br>Thus, the Matrix has power over Neo, losely, only when he is present.  However, Neo exacts power over the Matrix when he is present (in the sense of modification at will), AND when he is not (in the sense that he is not there, and thus the Matrix is not fullfilling its primary task).<br><br>Neo 1<br>Matrix 0

CEWarez's host was 'notified' about CEWarez's apparent 'gray area activities'. Even though there was nothing on that site, it was still forced to be taken down. The owner is lucky to still be a free man, btw. I saw that newsgroup post too.
