Since a long time. It has an almost first-world per capita income, but it's unstable and in many other ways largely undeveloped (Its government and trade policies, for one). And it's still suckling at the teat of America.
If it takes care of the Palestinian issue, I'll call it first-world.
The economic development literature I've read refers to it as a non-first world country. Granted, they're a few years old by now.
It's debatable, but I'd still call it a third world country.
EDIT: I was wrong about the specifics of LDC classification.
